They come as a set with a top die and bottom die which work together to cut a hole and attach a metal grommet in one step. The top attaching die threads in to the grommet machine. Additionally, it's spring loaded to hold the grommet in place before application. The bottom die locks in a ClipsShop® pneumatic machine or manual hand press with a set screw and bushing to hold the washer below the work material.
